The Education Board of Bogor Regency has prepared technical implementation guidelines for school orientation activities or the School Orientation Days (MPLS, Masa Pengenalan Lingkungan Sekolah) for new students in junior and senior high schools. MPLS should concern students’ character building.

Chief of the Education Board of Bogor, TB Luthfie Syam warned that he will take action if there is any teacher violates the guidelines of MPLS. "MPLS should refer to last year implementation, it should not include, for example, hazing, involving miscellaneous attributes, degrading students' dignity." he said on July 16, 2017.

Furthermore, he suggested that MPLS should not be performed outside school campus in order to optimize teacher supervision toward committee of students and the participants of MPLS. He underlined that the person in charge in that activity should be the teacher.

Therefore, Luthfie admitted that he will call the supervisor teacher of MPLS in the case there is hazing reports during the activity. According to him, the sanction against the teachers and the public school will be determined according to the level of violation. The teacher concerned may be subjected to reprimand sanctions, even to a further level, if found guilty.

"Whilst for private school, the Education Board can revoke the headmaster’s permit of the school. In the case that the violation is conducted by student, school should take an action for that student." Luthfie added. He also said that MPLS commonly hold in junior and senior high schools, while elementary schools do not hold this activity.

Luthfie admitted that the technical implementation guidelines of MPLS   concern students’ character building such as, honesty, courtesy and so on. According to him, this activity is not required but recommended to the schools as a foundation for students’ character building.

He confirmed that the guidelines have been socialized to schools before the first day of school on Monday, July 17, 2017.

"Schools are expected to follow the determined technical and operation guidelines of MPLS and will be distributed before implementation process. Do not impose to perform MPLS as it is not a requirement." Luthfie said.
